Tomorrow, the Senate Commerce Committee will hold a hearing on the topic of cell phone jamming technologies. Specifically, the Committee will address the issue of whether the government should allow correctional facilities to utilize such technologies to combat the problem of mobile phone use in prisons. In the latest episode of “5 Minutes With Harold Feld,” Harold explores whether such technologies are a viable solution to the problem and asks if the unintended consequences of their use might outweigh the benefits.

Lately, there’s been a lot of talk about the future of journalism, with much of the discussion centering on the viability of newspapers and other forms of “traditional” print publishing. What role—if any—will traditional publishers play in the coming digital world? And how might we preserve ideals and institutions that are important to our shared culture and democracy? One of the more radical proposals on the table suggests that we make sweeping changes to copyright law, in order to prop up business models that worked well in the print world but which are floundering in the digital economy. In this episode, Harold discusses these copyright reform proposals and offers up his own modest proposal as to how we might save the newspapers.

Yesterday, the Rural Utilities Service (RUS) and the National Telecommunications and Information Administration (NTIA) jointly announced the terms and conditions of the Broadband Technology Opportunities Program (BTOP). As you’ll recall, BTOP is a $7.2 billion program, authorized by Congress under the Stimulus Act, which aims to increase the speed, affordability and adoption of broadband Internet services in America. In the latest episode of “5 Minutes With Harold Feld,” Harold celebrates RUS and NTIA’s announcement, while noting that the terms and conditions of the program bring both good and bad news for proponents of progressive broadband policy.
